ULAN BATOR: The annual Khaan Quest military exercises kicked off here Saturday with the participation of over 1,000 peacekeepers from 14 countries such as the United States, Germany and Japan.

Mongolian Prime Minister Norov Altankhuyag said at the opening ceremony that the multinational peacekeeping drill hosted by Mongolia was aimed at increasing military exchanges between Mongolia and other countries.

Khaan Quest was launched by Mongolia and the United States jointly in 2003 and expanded to a multinational drill in 2006.

Peacekeepers from Mongolia, the United States, Australia, Canada, France, Germany, Japan, India, Indonesia, South Korea, Tajikistan, Britain, Nepal and Vietnam joined the games. Delegates from China, Russia, Turkey and Kazakhstan took part as observers.

Khaan Quest 2013, which lasts through Aug. 14, consists of a command post exercise and field training exercise at Five Hills Training Area in Ulan Bator.

The military exercise of this year has two additional training programs ? water patrol and the art of surviving. These lessons will be given by troops from the U.S Marine Corps, according to a high-ranking Mongolian officer.

Dover 10-year-olds fall in state baseball

The Dover 10-year-old baseball team finished third in the state after falling to Galion 10-9 in eight innings in the losers? bracket final at Hamilton on Friday night.

Both of Dover?s losses in the tournament came in extra innings.

Reese Klar had four singles and Brennan McCune smacked a home run and two singles. Ayden Hall added a double and single and Nathan Ravine had a double for Dover.

Galion plays West Side Hamilton tonight for the state title.

On Thursday, Dover outlasted Canfield 14-12 to reach the losers? bracket final.

Ravine had four singles to lead Dover. McCune smacked a home run and triple.

Reese Klar added three singles and Hall, Evan Klar and Will McCrate had two singles each. Carter Stamets had a double.

Hall was the winning pitcher and Ravine recorded the save.

Zimbabwe's Mugabe re-elected, rival vows court challenge

HARARE (Reuters) - Africa's oldest president, Robert Mugabe, was declared winner of Zimbabwe's election on Saturday, but his rival, Morgan Tsvangirai, said he would challenge in court a result he called a fraud that would push the nation back into crisis.

Mugabe, 89, who has ruled the former British colony in southern Africa since its independence in 1980, was formally proclaimed re-elected for a five-year term barely an hour after Tsvangirai announced his planned legal challenge.

"We are going to go to court, we are going to go to the AU (African Union), we are going to go to the SADC (Southern African Development Community)," Tsvangirai angrily told a news conference in Harare.

While African observers from the AU and SADC have already broadly approved Wednesday's peaceful vote, independent domestic monitors have described it as vitiated by registration problems that may have disenfranchised up to a million people.

The United States, which has imposed sanctions on Mugabe over previous flawed elections and alleged abuses of power, said the evidence of irregularities in the July 31 vote indicated the result was "the culmination of a deeply flawed process".

"The United States does not believe that the results announced today represent a credible expression of the will of the Zimbabwean people," U.S. Secretary of State John Kerry said in a statement.

The European Union also expressed its concern. Western election observers were kept out by Harare.

Zimbabwe's Election Commission announced Mugabe had beaten Tsvangirai with just over 61 percent of the votes, against nearly 34 percent for Tsvangirai.

"Mugabe, Robert Gabriel, of ZANU-PF party, is therefore declared duly elected president of the Republic of Zimbabwe with effect of today," commission head Rita Makarau told a news conference, drawing cheers from ZANU-PF supporters.

SADC observers have urged Tsvangirai to accept the result. They expressed relief that the elections had so far avoided the kind of violent turmoil that marred a vote in 2008. Then, 200 supporters of Tsvangirai's Movement for Democratic Change (MDC)were killed by ZANU-PF supporters.

SUBDUED REACTION

Tsvangirai, who had been serving as prime minister in a fractious unity government under Mugabe, said the MDC would present evidence in court to back its charges that the July 31 vote was a "monumental fraud".

"I thought this election was going to resolve this political crisis. It has not. It has failed. It has plunged the country back to where it was," Tsvangirai said.

Responding to the criticism, Mugabe's campaign manager Emmerson Mnangagwa, who is also defense minister, said the MDC had the "democratic right to do the wrong thing". But he added: "The route they are taking will make sure that their political careers are buried and buried for good."

Mugabe's contested victory has raised fears that a fragile economic recovery under the unity government could falter and that foreign investors may shy away from ZANU-PF's drive - already initiated - to seize majority stakes in foreign firms such as mining companies and banks.

Mugabe was one of the black guerrilla leaders who helped end white minority rule in the former Rhodesia, renamed Zimbabwe after a peace deal brought independence. The southern African state has rich reserves of chromium, platinum, coal and diamonds.

In Harare's Mbare township, dozens of ZANU-PF supporters ran through the streets shouting party slogans and singing. But the reaction was largely subdued in most of the capital which had been an MDC fiefdom since 2000.

"I still can't believe it. Can you imagine what will happen to this country now? But let them rule. They say they won, don't they? We'll see," said Shameck Mukarati, who works in a shopping center supermarket in Harare's Newlands suburb.

"People are angry, but they don't want any trouble," said Kenneth Sagonda, another Newlands resident.

Some analysts said ZANU-PF's latest win could give Mugabe, who has been vilified for years in the West as a ruthless despot and wrecker of the economy, a chance to mend ties with foreign donors which have suspended support over policy differences.

"Mugabe is a wise old man ... he knows that if he doesn't develop the economy, he'll have pressure from his citizens," Trevor Maisiri, senior analyst for southern Africa for the International Crisis Group, told Reuters.

U.S. CALL TO AVOID VIOLENCE

The European Union said it was worried about the allegations of serious flaws in the election.

"The EU is concerned about alleged irregularities and reports of incomplete participation, as well as the identified weaknesses in the electoral process and a lack of transparency," EU foreign policy chief Catherine Ashton said in a declaration issued on behalf of the 28-nation bloc.

U.S. Secretary of State Kerry urged the AU and SADC to address the concerns.

"There were irregularities in the provision and composition of the voters roll. The parties had unequal access to state media. The security sector did not safeguard the electoral process on an even-handed basis," he said in his statement.

Kerry called on all parties to refrain from violence.

One member of Zimbabwe's nine-member Electoral Commission, Mkhululi Nyathi, has resigned since the vote, citing doubts about the integrity of the results.

Given the sanctions, the reaction from the West will be key to the future of Zimbabwe's economy, which is still struggling with the aftermath of a decade-long slump and hyperinflation that ended in 2009 when the Zimbabwe dollar was scrapped.

A Week With Google Glass

Last week, I was lucky enough to stumble into a pair of Google Glass(es?) These things are so new I am not entirely sure how you refer to having them in your possession. Google Glass, of course, is Google?s $1500 wearable computer shaped like a pair of eyeglasses (minus the lenses). There?s a battery and computer built into one of the stems, and a small heads-up display above the right eye. If you imagine that Google Glass is sort of like having the most useful information from your phone beamed directly into an unobtrusive corner of your eye, you start to get a sense of what this is all about.

You can?t walk into a store to buy Google Glass today, and the Google Glass website reports that ?applications are now closed? just in case you wanted to throw money at the computer screen to get your own pair. Eventually, they?ll be widely available, but for now, only a select few have one. Those select few include the eHow engineering team, and I managed to borrow it from them for a week to try them out for myself.

First and foremost: They utterly reek of geekiness.

There?s nothing subtle about wearing a pair of glasses that have no lenses, but sport a massive cyborg-like frame on one side. If you?re wearing a pair, people know it, as you can see in this photo, where eHow editor Rachel Horn models the Google Glass in question. And the primary way to interact with Google Glass is via voice command: To take a picture, for example, you start by snapping your head upwards as if you just woke from a power nap?? that nudges Glass and readies it to receive a command. Then you speak to it: ?OK, Glass.? After a moment, you can say the actual command, ?Take a picture.? It?s deliciously futuristic, geeky, and goofy, all at the same time.

Don?t fear that you?ll forget the possible voice commands; there?s only a half dozen or so, and they appear as a list when you say ?OK Glass.? You can take a picture, shoot a short video, send an email, perform a Google search, set a route in Google Maps, and open a Google Hangout. That?s pretty much it.

Glass depends a lot on touch as well. In addition to the half-dozen voice commands, you navigate around the Glass interface by swiping or tapping on the frame with your finger.? The Glass UI, you see, is actually organized like a timeline of cards, sort of like Google Now. Everything you do (email, photos, and so on) becomes a card that you can flip through by swiping forward and backwards with your finger. When you want to do something to a card, like email a photo, you tap it to make a selection, and then continue swiping to choose a command.

Bottom line: If you see someone talking to herself and appearing to brush her eyeglass frame, she?s either wearing Google Glass or a little crazy. Or, I suppose, both. No reason to rule out both.

A few third-party apps have started to appear for Glass. For example, you can install a to-do list that lets you dictate tasks that get turned into to-do cards in your timeline. CNN and the New York Times have apps that send news updates to your Glass, but they inundate your timeline with such an enthusiastic flood of news items that they end up being useless. Perhaps the best app I?ve found yet is a recipe tool that displays detailed prep and cooking directions so you can make dinner without fiddling with a phone, tablet, or recipe book. That, folks, is a cool and compelling experience.

But aside from that one app, I couldn?t help but feel a little disappointed with my week with Glass. It just didn?t do enough that was genuinely useful to justify a place on my head all day. (Assuming that it can last a whole day before the battery gives out, which it can?t.)

That said, eHow Tech contributor Jason Cipriani disagrees with me. He?s?had his Glass for a month, and he told me about how Google Glass is a piece of tech that completely and seamlessly fades out the way for him ? like when he pulled up navigation data while on a trip without ever looking at his phone or breaking the flow of conversation with his wife. ?The longer I use it,? he told me, ?the more I find it working itself into my daily life.?

Sounding rocket to study active regions on the sun

Due to launch on Aug. 8, 2013, the VERIS rocket, short for Very high Resolution Imaging Spectrometer, will launch for a 15-minute trip carrying an instrument that can measure properties of the structures in the sun's upper atmosphere down to 145 miles across, some eight times clearer than any similar telescope currently in space.

Mexico president to present energy reform next week

MEXICO CITY (Reuters) - Mexican President Enrique Pena Nieto said on Thursday his sweeping energy reform, which is expected to include constitutional changes to lure private investment and boost output, will be presented to Congress next week.

The energy reform is a key plank of a wider economic overhaul designed to boost growth in Latin America's No. 2 economy to 6 percent a year, create jobs and lower energy costs.

"The government will be presenting my initiative, the initiative of the government, in the coming days, I think next week," Pena Nieto told local radio from a hospital where is recovering from the surgical removal of a benign nodule on his thyroid gland. He gave no details about the bill.

A top lawmaker from Pena Nieto's ruling Institutional Revolutionary Party, or PRI, said on Wednesday he expected the reform to be presented on August 7.

Pena Nieto said he hoped the initiative would be debated by Congress during a special legislative period set to begin in mid-August, setting up what is likely to be a heated debate over the future of Mexico's oil riches.

Mexico's conservative National Action Party, or PAN, proposed its own aggressive energy reform on Wednesday, which would dismantle the current ban on concessions and risk-sharing contracts in addition to a broad opening of the electricity sector and the creation of a fund to administer Mexico's oil wealth.

Mexico is the world's 10th biggest producer of crude oil, according to OPEC data, yet output has fallen by a quarter since hitting peak production of 3.4 million barrels per day in 2004.

The country also is a top oil exporter to the United States but has to import nearly half of its gasoline due to a lack of domestic refining capacity.

'SOMEWHERE IN THE MIDDLE'

"I think the required consensus is in place for a meaningful reform to be passed because both the PAN and PRI favor a market- friendly approach," said Gabriel Salinas, a lawyer with Mayer Brown's Latin America energy group.

"But the PRI reform is not expected to be as revolutionary as the PAN's proposal. It will likely come down somewhere in the middle," he said.

Pena Nieto will need PAN backing to secure the required two-thirds majority in Congress to pass the bill. The PAN's proposal raises the likelihood the government will push through a deep reform.

The leftist Party of the Democratic Revolution has made clear it will not support constitutional changes, which it argues are tantamount to privatization. Leftist opponents of any constitutional changes have vowed massive street protests.

Top PRI lawmakers have signaled in recent weeks that the government's energy reform bill will include controversial changes to the constitution.

The PAN's energy proposal seeks to reform Articles 25, 27 and 28 of the constitution, and also would strengthen the country's energy regulatory bodies by making them autonomous.

The proposal would permit other operators to engage in the exploration and production of crude, effectively breaking the monopoly enjoyed by state-run oil and gas company Pemex, Mexico's sole operator under the existing legal framework.

(AP) ? CBS Corp. said Wednesday that net income rose 11 percent in the latest quarter, beating the expectations of analysts as the company continues to benefit from the types of fees that are at the center of a dispute with one of its key cable TV distributors.

Second-quarter net income grew to $472 million, or 76 cents per share. That's up from $427 million, or 65 cents per share, a year ago.

Revenue rose 11 percent to $3.7 billion.

Analysts polled by FactSet had expected 72 cents per share of earnings on revenue of $3.51 billion.

Shares increased 66 cents, or 1.3 percent, to $53.50 in after-hours trading.

The broadcaster benefited from licensing its shows to online streaming providers such as Netflix Inc. and from increasing the money it receives from cable and satellite TV distributors to retransmit CBS programming on customers' lineups. Analysts see such retransmission fees as key to CBS posting revenue and profit growth in the future. But such fees come at the expense of distributors, which are increasingly resisting.

A fight between CBS and one such distributor, Time Warner Cable Inc., continued Wednesday after a brief blackout of CBS stations to some cable customers after midnight on Monday. The companies have set a Friday deadline to reach a deal after a previous deal expired as the second quarter ended on June 30.

CBS CEO Leslie Moonves told investors on a conference call that the company remained resolute in its negotiations with Time Warner Cable. Time Warner Cable has resisted, saying CBS's demands would push up customer's monthly bills. But Moonves said he was confident a new deal would result in more money than it was receiving previously.

"Every deal we've made in the last two years has been an improvement from the one before," he said. "Our job is to continue to produce the content we're doing and getting paid for it."

Revenue from licensing deals is key to ensuring stability for CBS because advertising revenue ebbs and flows with the economy. The company said revenue from non-advertising sources grew to 43 percent of the total compared to less than 30 percent a few years ago.

Advertising revenue grew 5 percent in the quarter.

The company also highlighted the success of the TV show "Under the Dome," an unusual summer release that was made possible because it sold exclusive online rights to Amazon.com Inc.'s streaming video service. Episodes are available on Amazon four days after they broadcast on CBS.

Moonves said the show, based on the novel by Stephen King, cost more than $3 million per episode, but it was profitable even before it aired because of Amazon's participation and international sales.

Advertising sales based on the more than 10 million viewers each week are "gravy" that will bring in profits in the third quarter, Moonves said.

Moonves said other networks would likely try to copy the model. He said Amazon CEO Jeff Bezos "actually spoke to me personally about how pleased they were that they experimented with this."

Obama honors NCAA champions UConn women

WASHINGTON (AP) -- President Barack Obama honored the University of Connecticut women's basketball team Wednesday, calling its players incredible athletes, outstanding women, and role models on and off the court.

Obama welcomed the Huskies at a White House ceremony commemorating their eighth NCAA championship. In April the Huskies defeated Louisville 93-60 in the tournament final.

Obama joked that Coach Geno Auriemma "spends more time than some presidents" at the executive mansion. Auriemma quipped that "it doesn't get old" as he and the team presented Obama with an autographed basketball and jacket.

Obama said the Huskies won for being at their best when the stakes were high. He singled out Breanna Stewart, who was named most outstanding player of the Final Four.

The president also highlighted the team's community service, such as visiting seriously ill children at the Hole in the Wall Gang Camp and joining in the Walk for Autism.

The president said he was especially proud of the players for being role models to his daughters Sasha, 12, and Malia. 15.

"As the father of two young, beautiful, athletic and tall daughters, it just always puts a smile on my face whenever I see such class acts represent their school and their country so well," he said.

ASUS eyeing 2014 for US smartphone launch

It wouldn't be the first time ASUS saw a US smartphone launch -- though last time the company had the GPS experts at Garmin to help it find its way. This time, according to Jonney Shih, the maker of both the Padfone and Fonepad (coincidence?) is looking to take a more direct route. The ASUS chairman told All Things D that his company has been making progress building bridges with retailers and carriers alike in an attempt to succeed in the already crowded US market. And while it may not be impossible, a 2013 launch is looking unlikely. "I think next year is more reasonable," he told the site.

Monroe Union County Economic Development will market three areas of Union County to build jobs and investment.

Monroe and Union County economic development officials want to market three distinct areas of the county for new business and industry, according to a plan approved by the Union Board of County Commissioners.

?It?s really a three-layer cake,? says Chris Plat?, executive director of Monroe Union County Economic Development. ?It?s almost impossible to market Union County as a unit.?

Those three regions of the county will be branded under Gateway Union County, Monroe Aero and Grow Union County to take advantage of the county?s three strengths, Plat? says.

County commissioners approved the two-year economic-development plan last week.

During the next 48 months, Plat? and his staff will target precision manufacturing, logistics, agri-business and commercial development in an effort to build the county's job base. In addition, businesses already in those sectors will be highlighted for job retention.

This year, Plat? formed a joint city-county economic development agency, replacing the efforts of Union County Partnership for Progress. Both the city and county contribute to Monroe Union County Economic Development.

Israel OK's prisoner release, step to peace talks

JERUSALEM (AP) ? A divided Israeli Cabinet agreed Sunday to release 104 long-term Palestinian prisoners convicted of deadly attacks, clearing a hurdle toward resuming Mideast peace talks and giving U.S. Secretary of State John Kerry his first concrete achievement after months of shuttle diplomacy.

Despite the decision, a return to negotiations after a five-year break is not yet assured. Also, release of the prisoners is linked to progress in the talks, meaning many could well remain behind bars.

Neither side is upbeat. Each blames the other for the lack of success in 20 years of negotiations, and Kerry's success so far has been only to get the parties back to the table.

The prisoner release, approved 13-7 with two abstentions, is a key part of the Kerry-brokered deal. Next, Israeli and Palestinian teams are expected to meet in Washington on Tuesday to prepare for six to nine months of negotiations on setting up a Palestinian state alongside Israel.

Israeli Prime Minister Benjamin Netanyahu, seeking to overcome stiff opposition from ultra-nationalists, told his Cabinet that "resuming the political process at this time is important for Israel," noting that any deal would be submitted to a national referendum.

The chief Palestinian negotiator, Saeb Erekat, welcomed the vote on the prisoners as a "step toward peace," one he said is long overdue.

Negotiators made progress in previous rounds, and the outlines of a deal have emerged ? a Palestinian state in most of the West Bank, Gaza and east Jerusalem, lands captured by Israel in 1967, with border adjustments to enable Israel to annex land with a majority of nearly 600,000 settlers.

Those negotiations broke down before the sides could tackle the most explosive issues, a partition of Jerusalem and the fate of Palestinian refugees and their descendants, now several million people.

Palestinian President Mahmoud Abbas remains leery of negotiating with Netanyahu, fearing any offer made by the hard-liner would fall far short of Palestinian demands, so he has insisted on a clear framework for negotiations.

Abbas said over the weekend that Kerry assured him the invitation to the negotiators will say border talks are based on the 1967 line ? though Netanyahu has not said whether he has dropped his long-standing opposition to that demand.

In Washington, the Israeli and Palestinian teams are supposed to close the remaining gaps on the framework for talks, and they could well falter at that early point.

Israel's release of veteran prisoners could help Abbas persuade a skeptical Palestinian public that it's worthwhile returning to negotiations.

Netanyahu has repeatedly called for a resumption of negotiations that broke down in 2008, but he has not sketched the outlines of a deal he would be willing to strike, except to say he opposes a partition of Jerusalem.

In Sunday's Cabinet meeting, he pushed through the prisoner release despite opposition by two ministers in his Likud Party and by those from a main coalition partner, the pro-settler Jewish Home Party.

Outside the government complex, hundreds protested against a release. Among them were families of Israelis killed in attacks by Palestinian militants. Some held up pictures of their loved ones.

Naftali Bennett, the head of Jewish Home, briefly joined the protesters before attending the Cabinet meeting. "It's a hard day, the decision was made and I hope we won't pay a horrible price for this in the future," he said after the vote.

In the West Bank and Gaza, some relatives of prisoners anxiously awaited word. "Now there is a big relief," said Walid Abu Muhsen, 45, whose brother Jamal has been in prison for the past 22 years for killing an Israeli farmer.

The first disagreements emerged just hours after the Cabinet vote, reflecting the hostility and deep mistrust between the two sides.

Under the deal brokered by Kerry, Israel is supposed to free 104 prisoners who carried out attacks before the first interim peace agreements of the early 1990s.

Palestinian negotiators handed Kerry a list of 104 prisoners, arrested between 1983 and 1994. They said Kerry assured them Israel would release the prisoners in four stages over several months, with each release linked to progress in negotiations.

Among the 104 prisoners on the Palestinian list are two dozen who either have Israeli citizenship or come from Israeli-annexed east Jerusalem. In the past, Israeli media have said Israel would not free them.

On Sunday evening, an official in Netanyahu's office said that no Israeli Arabs are among the 104 whose release was authorized by the Cabinet. Asked to explain the discrepancy, he said Israel holds more than 104 "pre-Oslo" prisoners, suggesting the two sides apply different definitions.

Issa Qarakeh, the Palestinian minister of prisoner affairs, responded angrily.

"The agreement with Kerry was that all the pre-Oslo prisoners, including Israeli Arabs and east Jerusalem residents, will be released," he said. "If they (Israelis) exclude any of them, there will be a problem that might hinder the talks."

Israeli analyst Yossi Alpher said that a prisoner release in stages gives Netanyahu additional leverage during negotiations.

"Netanyahu has given himself a carrot that he can hold out to the Palestinians," he said. "Netanyahu can refuse to release the later batches if there's no progress."
